Lost password on Windows Vista account. Not me, a friend. Help please.

My friend is locked out of their Vista account. They have 2 accounts but the secondary account is a non administrator account and may even have additional parental controls.
What's the options on Vista? Can they use the secondary account to unlock the first or does it need to be an administrator account to do so?
Is there another easy option, some sort of safe startup or anything like that?

Search for the answer yourself on Google. How do we know you didn't steal a laptop or something and are trying to get into it.

Sorry to cause massive offense, the search terms are oversaturated and was looking for a definitive answer from an experienced person who has done this personally. Not hundreds of hits of different answers. As for stealing laptops, as mentioned it was for a friend, they have stuff contained or they could easily reformat it. They could also bung the hdd in an enclosure and extrapolate it with another machine.

I've used Ultimate Boot CD several times to remove passwords from windows accounts. If you go into PartedMagic from the boot menu there's a utility called "PCLoginNow" that can do it.
