How come I can run Skyrim on Ultra, but I can't run GTA 4 on Medium?

This. There are also some launch options you can set to make it run better.

I run it with all settings maxed (aside from all of the sliders) with an ENB downsampling to 720p from 4K resolution and the framerate I get is just fine. Try turning the vehicle slider down to 30-45 and the detail/view distance to 75 or less for each.

As a poster earlier in the topic stated, you can't equate detail sliders/settings in one game with another, every game is different, some stress the CPU quite a bit (pretty rare), some are very optimized, some not every much. Such is the nature of PC gaming.

The Max Payne games were all pretty good, as well as the GTA3 trilogy. In fact most of the PC ports I've played from rockstar were pretty good.

GTAIV was a terrible port though... not really sure wtf happened there. Even with settings at very low I would still get dips into single digit FPS. I didn't even make it past the first couple of hours of that game on PC. Good thing Saints Row and Sleeping Dogs were good enough to just make me forget about GTAIV.

Whenever I turned down the sliders, my fps stays around 20-40. I get the same FPS when the sliders are at 100, to when they're at 20, only when they're all at less than that do I get 60 fps, after I turned down every other setting. I have a 660ti with a 2500k OC'd to 4.5ghz. I still say it's really badly optimized.

Yeah something's messed up there - validate your files and reset all your settings to default (If you have to, delete the settings files so Steam redownloads them)

Go to the GTA 4 install game folder. Create a txt file in Notepad and name it commandline.txt

Put this in the file

-norestrictions

And then you'll be able to put whatever settings you want. The problem is that the game incorrectly detects the amount of RAM you have when you have a video card that has a ton of VRAM and then it applies restrictions on what you can do because it thinks your system is too weak.

Once you apply this simple fix that takes about 1 minute you should set all the settings to High-Very High and leave the sliders at about 30. You'll run the game at about 40-50FPS at those settings with your system. Mayve even better. I have an intel 17 920 at 2.6GHz and a 7950 and thats what I could do.

I recommend running only "high" settings, and setting the sliders past 70.
