Is the GTX 660 still a good card?

I wouldn't (well, can't really speak for Sleeping Dogs). Tomb Raider is a really tough game to get a solid 60+ fps or better if you turn up all of the settings (not just set the preset to Ultimate, which is pretty demanding already. Even on Ultimate preset, Shadows can still be turned up and up to 4xSSAA can be turned on).

Edit: Just looked at some benchmarks and (and these are only at 1680x1050, which is less demanding than 1080p)

I can tell you first hand that there's no way in the seven hells you're maxing BF3 with a 660. It's not happening, period. You can get a playable framerate, but You'll still be below 60fps constant. I'd bet against PS2 as well and don't even get me started on either Metro

Ok then, take a screenshot of your settings, and any scene in a demanding game (BF3, Crysis 3, Tomb Raider, Metro LL, Far Cry 3 etc.) with a fps counter.

660 is a great cartd and can probably run games on high setting with a good fps but you cant tell me you can max the witcher 2 it brings most pcs to its knees (and that proper max ie everything ticked and highest setting).

Ok so I played with this a bit last night and came to a couple realizations. A few of you were correct in assuming that my "max" was different from the standard definition of "max". All texture and shadow options are set to max. A few AA ans other setting like that were set to medium settings. In this sense, you guys were correct.

I was also over shooting the fps a bit. I first said averaging 40-60. The reality was more like 35-50. Just once dipping below 30 in Crysis 3 on spawn.

I'll admit my mistakes in judgment but you guys telling me it's not possible to run Crysis 3 at 1080p at max and smooth for that matter are ridiculous. I absolutely can and have no reason to lie.

No, you cannot. You clearly just stated that you aren't actually running games at max settings. You aren't maxing Tomb Raider either. I have a 670 OCed past a stock 680's performance and I get like 40-50FPS in TR on actual max settings.

Stop saying you're maxing things when you admit that you are not running things maxed out.
