Which video card would give me stable 60 fps in all new games?

I'm looking to run them at high settings btw. Not necessarily max. Sorry if I didn't specify.
EDIT : My moniter is an LG Flatron E1942 18.5". Resolution is 1366 x 768. Current video card is pretty bad which is a GT610.

Given those circumstances, a 660 (or ATI Equivalent, I believe it would be the 7850 or better) or better would fit your criteria.

Pay $150-$200 for a new monitor. Pay $200-$300 for a video card and be happy with a mix of high/ultra 60fps.
