well this would be logical, if i wasn't connected to the internet! My Steam wouldn't go to online mode so I did do the "delete clientregistry.blob" thing, as well as checking my registry to see if steam "offline" is set to value "1" (It isn't.)
So I attempted a fresh install of Steam only to get the error stating that "In order for steam to start, it must first be connected to the internet"

Last time I had the issue it eventually just fixed itself. Mundane and avoidy as it sounds, disconnecting and reconnecting from your internet connection and even simply restarting your machine might do it.
as long as you don't uninstall steam since that'll uninstall and delete all your games.. OR move the games to another folder first...
