Sadly the games with the greatest art direction are Japanese console games like Ico/SotC, Okami, Rez, Jet Grind Radio, Panzer Dragoon Saga, etc.
The best on PC imo is Dark Souls, which has some of the best art design around.

I thought the cel shading in XIII was very well done - looked very comic book-like. I'm so disappointed I couldn't get it to run on my machine tho. :( Followed directions and everything, and no luck.
