Just set up a new router and according to speedtest.net everything is normal (20mb/s) but I'm starting to get moments where page loads will slow to a crawl and fail, usually lasting only 10 seconds or so. Could this be an issue with the router hardware, or possibly the router's firewall?

Of course it could be. It could be an issue with everything between your computer and the server your trying to contact. Simple enough to find out, connect modem direct to PC, if issue goes away, it was the router.
