did the pc repair man lie or does this sound truthful?

If the PSU lacks the power to run the computer it may fry several components before it dies. If you have a knowledgeable friend near by with a computer; you may want him to try to install and run your hardrive to see if it works. Or you could use his PSU to test your pc. If your PSU is relatively new and you didn't upgrade anything, then the faulty parts would be odd. If its old then its possible the repair guy is right.

my friend tested the hardrive and it was completly dead.

As a tech, I can safely say yes. What he said is completely possible. At that age, things start to break.
