Dell U2412M or ASUS PA248Q are probably the top two. I have the Dell and can easily recommend it.

I would prefer it to be 16:9 as I'll be hooking up my PS3 to it as well. Also, I would like it be 24" to 25" in size.

Here is a 27" 1080p IPS monitor that has some pretty stellar reviews. I know that's larger than what you said but I was unsure if that was because of price or preference. You can use the filters on newegg to help find what you need. This one is $249:

It's a PLS monitor but that's pretty much just what samsung calls it's IPS panels.

If you want 16:9, that Dell U2312HM linked earlier is a great deal. I don't recommend 27" 1080p monitors. Games look fine, but general computing will be lackluster.
