I use an arctic twin turbo II and I never have to let my fans get to full. Thing is heavy though so if you plan to put one on, make sure it doesn't sag or find a way to keep it from sagging. I hear some people use a chopstick to support it

I tried cleaning it out, like a week ago when I cleaned and swapped my cpu cooler I took it out and got a good amount of it but for the rest I need to remove the shroud to do that and I'm a bit hesitant. Its my first GPU that had that setup and I'm not really familiar with how to do it properly.

its not normal smoke tar, I've been smoking for decades around my PCs and I know what typical tarred dust from smoke looks like, this is a new breed I've never encountered before. I clean the case often enough to where its never really been an issue, just kinda gross. Its worth it tho.
