"Downloading\400" folder in Steam Apps Folder

Anyone know the about the folder I am talking about in the subject line? It's taking up 11 precious GB on my SSD and want to know if it is safe to uninstall it. I am wondering if this is some holding folder that applications install from and never got cleaned out. Thanks ahead of itme for your help.

Thats for paused and currently downloading games and updates on Steam. If youre not downloading anything you should be ok to delete the content in it.

Yeah you must've interrupted a download or update at the wrong time. The 400 represents the appid of the game in Steam. 400 is the appid for Portal.
