I want to upgrade my graphics card, I currently have a GTX 550 Ti, to a 660 Ti, I just want to make sure I don't bottleneck.

Specs are:

MB - ASRock H77 Pro4/MVP(bus clock 100 mhz)
CPU - Intel Core i3-2130 @ 3.4Ghz
RAM - 8 GB
HDD - 500GB

You should get a 760 or 7950 instead.

Yeah get a 760 since they're the same price as a 660Ti

Cool, thanks, and does the brand matter when buying a graphics card? Like EVGA, Gigabyte, etc.?

I'd go with this one:

http://www.newegg.com/Product/Product.aspx?Item=N82E16814125466

It has the highest base clock speeds and it has cooler fans.

Not really. Buy the card based on the specific model.

Also make sure your case can fit an ~11 inch card.

760 is pretty much the only cost effective card right now.
