Could I just drag and drop Steam games from my SDD to my HDD and back?

Right now, my games are being stored on my SDD. If I'm not playing a game, could I just drag and drop the games I'm not playing to my HDD and if I ever want to play them again, just drag and drop back to my SSD or would this cause issues with Steam? I know there's Steam mover but I'm curious if this works.

For storage purposes? Sure.

You wouldn't be able to play them though. Even if you had an install directory on each drive you'd have to do a little work to get them to show up once moved. (basically: move to new directory, "delete" via Steam in the old directory, re-install and select the new directory and let it detect existing assets)

Steam mover is much easier. Just prioritize games which greatly benefit from the increased load times to the SSD.
