I don't remember the last time I played a decent, balanced, RPG...

... besides MMOs.

Is sad that most of the RPGs being made are only played for their story content. I don't understand why would they give us so many build options but make you feel penalized if you don't do X, Y, and Z.

The only RPGs I enjoyed in the last few years, outside of story, are Mass Effect (only played 3) and Neverwinter Nights 1 and 2.

ME was balanced and NE series was balanced enough to enjoy making random stuff.

Fallout 3 allows you to play many viable builds. That's just off the top of my head.

I'm sure he means balance between classes.

Like in Skyrim how focusing on blacksmithing and enchantment means you are indestructible. No other builds can match it. That's an example of poor balance.

Yup, Deus Ex is definitely geared towards stealth builds. If you want balance between stealth/action and lethal/non-lethal you should play Dishonored.
