dual graphics cards with the gtx 570?

Yep, you could use that card, just take the GTX 570 out of its slot, put in the 770 instead, and if you want to keep the 570, install it in another slot.

$500-700 budget? I'm not too sure. I have around $1000-1500 set aside for upgrades, but had planned on spending ~$800 of that on a new monitor.

Buy a Korean monitor and save money.

That website said a downside is that it will use more power...makes sense but I hadn't considered that. I have a 1000W power supply...I'm assuming that is sufficient?

Assuming it's a good 1000W unit, it would be fine for a GTX 770, a second GTX 770, and that 570 for PhysX. So yeah, you should be fine. Assuming it's a good 1000W unit.

No, like these:

It used to be you could only get them on eBay, but now they're popping up in places like Micro Center or Monoprice.com:

How would this card compare to the 770? It has fewer cuda cores but twice as much vram which is very important to rendering large scenes. staying cool will be important to me as well as rendering gets these things hotter than they are probably meant to go.

how would it do for gaming for modern games (especially the rumored gta v)? particularly running a 2560x1440 res? I'll definitely take advantage of that splinter cell game too, which I assume it should run pretty easily.
