Do the Steam categories work at all?

I have no idea why it's not working. On my desktop, I arranged all the categories. I exited Steam normally to sync it to the cloud. A few days later when I was on my laptop and all the categories were gone, so there was no syncing. Back on my desktop and the categories are gone, so it did sync from my laptop to desktop, but not originally from my desktop to laptop. How does the whole thing even work or does it work at all?

Never had problem with Category between my two PC. When I make a change on PC1, it appear on PC2.

The only category I created was for extra Mac versions of games so I won't see two copies of the same game in my library. But I've never had a problem with that syncing. I created that category on my desktop, it was there on my laptop and has been there for a good year or so.
