"Problem starting up Steam."

I'm trying to start up Rome: Total War, a game I've played on this computer before.

Now it won't start.

I can't think of anything that could be causing issue. It worked not half a year ago.

Have you tried turning it off, and then turning it back on?

Right click on the title of the game, click properties, local files, and then verify integrity of game cache. If that fails, try to reinstall the game.
