Why am I literally getting 4 fps in Mirror's Edge?

It is crazy that PhysX is enabled by default. I had the same problem with screen tearing and finally figured out it was PhysX that was causing it.

Again, windowed fullscreen is your friend.

Apparently the v-sync sets the framerate to 62 FPS, causing tearing. For me, I had to play with my monitor overclocked to a higher refresh rate, but you could find a frame limiter program and manually set the capped framerate for the exe to 60 fps or lower.

It was at least playable for me on my AMD. As soon as any glass broke however, it would completely drop.

ME gave me screen tearing too with in-game vsync on. So I used the Nvidia CP to force 60 FPS, which fixed it. I assume Catalyst allows you to do that too.

That was probably the problem, the particular part had 45 enemies and helicopters blowing everything up. Turning off PhysX and I ran right through without dipping below 60 fps
