It puts a fake screen on your computer and claims that you need to pay the FBI or else your going to jail over fake crimes they make up. It wont let you use your computer.

My dad got this on his computer not long ago and it was a pain to get off because I had no recovery disc or copy of XP to reinstall windows with. Couldn't boot into safe mode and no online fixes worked. I finally fixed it by installing an antivirus that let your comp boot from the flash drive right into a scan, think it was AVG. Proceded to nuke that computer with every anti-virus known to man, he's yet to have a problem since, but it caught me off guard when it blocked booting into safe mode

Bootable ESET tool-kit followed by Malware-bytes handles those viruses with ease.

My sister got something like that on her Netbook somehow. It infected her explorer.exe and thankfully she kept the netbook with stock backup partition. Booted that partition and replaced it. Then used Avira and Combofix to wipe everything else that was infected.
