Looking for a cheaper Laptop or even desktop PC that could handle GTA IV

Can I get a computer on the cheaper end (Under 600) that can run a game the level of GTA IV (not V) or is that still too cheap for something that powerful? My current Pc is about 8 years old and acting up a lot so I am looking to upgrade but at this time I want to do it on the cheap if possible. Even 600 is iffy for me at this point.

My gaming rig: ASUS G73JW: I7 740qm, 8 gigs ddr3, Nvidia Geforce 460m.
I like single player games. Nothing is quite as enjoyable as playing with myself.

Sadly, this is 100% true. The game is so horribly ported and optimized (even after various patches)it runs like crap on even the most powerful systems.

It ran fine for some people with only the day 1 patch, even back then.

Most people aren't as fortunate.

It does run fine for a certain small amount of people but there's thousands of combinations of computer parts and the game runs horribly on a large percentage of those combinations. If it runs fine for you, great, that's awesome, but you are in the minority there.

Runs at max easily for me and near max when using the graphics mods and stays above 60 but thats with SLi 670s. I can also play around high settings on my laptop and stay above 50fps with a 670m.

4GB of RAM
New motherboard

Reuse the optical drive, HDD, case, PSU, KB/M, monitor, and speakers from current PC. Should be less than $200, can play GTA IV, and even allows for some settings at medium (and a few at high).

For ~$500 you can get:
i5 4570
8GB of RAM
Radeon HD 7850
New motherboard

Reuse the same components, and you can play GTA IV as well as just about anybody.
