Civilization IV and V. Any other answer is misinformed and wrong.


I've modded Civ V a fair bit and . . . how on Earth can you even remotely compare it to The Elder Scrolls, Half Life, or Starcraft?

Terraria is a personal favorite, but the fallout games are consistently good.

Half-Life because of Counter-Strike. But in reality all Valve games(gldsrc and source) are amazing for mods. L4D2 has some amazing custom maps.

Star Wars: KOTOR2 got a mod that is effectively the "Director's Cut" of the game. Even the devs love it.

Vampire TM: Bloodlines have fan mods that are huge expansions to the main game.

Baulder's Gate/2 has some impressive mods, including ones that combine both into one game.

The Eldar Scrolls/Fallout.

Compared to Elder Scrolls series Fallout has horrifyingly bad mods and a tiny selection to choose from too.


I don't know what drugs you are on, but New Vegas has a vibrant modding community, of the same members of the Skyrim community. They port mods back and forth between Skyrim and New Vegas all the time. Some even get Fallout 3 versions.

New Vegas has mods that make it a million(not even exaggerating) times better. The ability to run, alone is amazing.

--Diablo 2 - Median XL, Eastern Sun, Back to Hell

--Deus Ex - The Nameless Mod TCM, Shifter/Biomod

--Gothic 3 - a huge overhaul of combat mechs and bugfixes/balances

--Jagged Alliance 2 - 1.13 mod lets you configure any aspect of the game

--Vampire Bloodlines - Unoffical patch fixes bugs, adds cut content

--ToEE - Co8 modpack, fixes bugs, adds loads of content

--Oblivion - Nehrim total conversion, FCOM

--Fallout 3 - FWE + MMM

--KotOR2 - TSL Restored Content Mod

--Baldur's Gate 2 - SCS2 tactics + Ascension overhaul

--DA:Origins - RAVAge + Smarter AI + faster combat
