MSI Afterburner. You can also do fan control.

My GTX 480 went up 100 C during the summer. Very hot and sweaty in my room.

MY GPU got pretty hot and loud so I bought one of these: http://www.newegg.com/Product/Product.aspx?Item=N82E16835186063

It is much cooler and quieter now.
