The best visual overhaul you can give NV is midhrastic ENB, though it isn't technically "a mod".

Have you tried the burning mojave or blackout ENBs?

NMC's covers a lot more textures, so I would use it as a base, whichever one your video card could handle. Ojo Bueno tends to be a lot higher resolution, but it's modular and covers smaller individual sections, so I'd use it as desired. I'd recommend having a lot of VRAM if you want to use all of Ojo Bueno, something in the neighbourhood of 2GB or more.

I have another noob modding question: Is it possible to combine 2 different d3d9.dll?

I have one for midhrastics ENB and also another one to fix the 3d vision bugs, is there anyway to combine both files or is it just not feasible?

I've tried an ENB and it makes your gun transparent, even with the fix it's still transparent when you look down the sights. It's not cool, dude.

From my experience, its not worth doing the complete re-textures for New Vegas, causes too many problems (with other mods). Instead just fill up the game world with mods and content. Youll be so busy doing new things you wont notice the ugly walls and cars ;).
