Why laptop going almost unresponsive when multitasking from some games?

My laptop (Win 7x64, 4GB Ram) goes almost completely unresponsive when I multitask with a game running that uses over 800MB.

Example, currently with Stellar Impact. According to Task Manager:

Physical Memory:
Total: 4061
Cached: 1566
Available: 1637
Free: 118

CPU utilization <20%

And every letter I type right now shows up after a half-second delay. If I try to switch tabs, firefox freezes for 20+ seconds. What gives?

U7300 - 1.3GHz Core 2 Duo.

But with CPU utilization so low, why would it be a factor?

What's so funny? I've had games using less RAM take up one full core of the CPU, and I could browse and do whatever just fine.

I can also reduce the Max Processor State to 20% using power options, and use the laptop just fine for many tasks, if with a small amount of lag.

So why would this have such an impact? Some cache thing?

Yup, and I still don't see the issue. Why would some games cause the system to go unresponsive when multitasking, while others be perfectly fine?

That still doesn't answer the question. Why should a game that is more CPU intensive have less of an effect on multitasking?
