I haven't used iTunes store in ages, but is Apple more lenient on redownloads?

Say you bought a few albums in their DRM-free format, and someone stole your laptop with said albums-- BUT you never made a backup of the files?

Will Apple allow you to redownload the files without paying, and if so, how many more time are you able to redownload the same file before you gotta buy it again?

You can download again for free. You can even stream it instead.

All your purchases in iTunes are stored in their cloud. To redownload, just download itunes, go to the store, click the home button at the top of the page next to the music button, and click on purchased under quick links. There you'll find all your music, movies, apps, etc.

Stay because its beneficial for backing up and retrieving data. It's a fad for consoles because they falsely claim they can 10x the power of their console with it.
