$130 card traded in for a $215 card. Obviously it is better, but will not be night and day. Although it does overclock. Personally I would have never bought the 650 because it is too weak for my tastes, so it depends if you really just hate the card. I would. The 7950 also comes with your choice of 3 free games which is cool:

Holy CRAP, the 650ti is a terrible card. That thing can't even play most games at 30 fps... upgrade now.

can't at near max settings no. It's a perfectly legitimate option for those people who can only afford a budget card. Turn the settings to medium or lower and it's perfectly usable. However, if the OP has the cash to burn and is willing, a 7950 is a massive upgrade.
