The only thing that has worked is underclocking by 13mhz. Why would that remedy the issue? Is that linked to anything other than a RMA of the card?

There's nothing a 670 won't currently max at 1080p. Spending another 300+ on another card for what's likely to be 5-20% more performance isn't a good idea unless you have money to burn for me. RMA it as there's nothing wrong with the 670 architecture that would cause your issue and if it's an EVGA people always rave about their aftersales.

That is a common issue with Kepler cards unfortunately, but it should be grounds for an RMA.
