Haha, no I mean to CREATE mods. I know how to use mods, I mean where would I go to learn to create them?

like i said, rarely are people interested in general modding

they know the game they want to mod, they goto that game's mod forum

and learn the tools, assets and scripting languages used for that particular game.

most of the best mods ever made were by expert, veteran gamers of said game who became modders because of it

not by people like you after a general site with no idea what they want lol
