Any RTS games where turtling is a strategy or encouraged?

My favorite things in RTS games is to build up a massive army inside my main base and then attack in the end. so turtling. but it's usually not a viable strategy.

You can sorta do that in 'Supreme Commander: Forged Alliance' by creating layers of shields.

Tiberium Wars, one of the factions is more suited to turtling. it can be a viable strategy.
