14' Lenovo laptop
4th gen i5 @2.6GHz
4gb ram
1600x900 resolution
500gb har drive
660M gpu

or

14' Lenovo laptop
3rd gen i7 @3.2GHz
8gb ram
1600x900 resolution
1 tb hard drive
650M gpu

are the prices of both similar? it would really depend on what do you want to do with them.

1st model has a better video card, but worst everything else.

2nd model has a worst video card, but better everything else.

If you mostly want to play, the best experience would be the first laptop, because the video card will let you run games better (just a little better, like 15% better, so maybe 4 or 5 frames per second more if a game was running at 30 fps)

if the prices were similar, I would choose the 2nd laptop.

I would still get the 2nd for that difference.

Twice the RAM, disc space, and probably CPU cores too.

I'd get the first one because the Haswell CPU will provide better battery life. There is negligible performance difference between a 650M and 660M.

There are no mobile i7 quad cores running at 3.2GHz. That is definitely a dual core i7.
