Before I begin. Yes I have made similar topics before. I've yet to find an answer that fixed it.
Even at a constant 60fps at all times, I get a little "half frame skip" that is very noticeable every 4 seconds it seems. With FPS uncapped, its worse. I've capped it through SkyrimLauncher.exe using Vsync, through D3DOverrider, CCC and Dxtory. Nothing works. One person said to use an SSD. Would that fix it?
What the problem feels like, is every 6ft in-game or so the game will seem to jump forward a little bit. This happens very very often and never truly ends, its a cycle. I've tried many different things, ill list them. Please pay attention:

lolUgrids5lol. What is most likely happening, since this is always happening rather than just outside, an SSD and low Ugrids setting won't fix it. It's just a stutter. Either a.live with it or b. try both this mod and the alternative solution listed: http://skyrim.nexusmods.com/mods/2581//?

I use a 4670k and a 7970 GHz and my modded Skyrim stutters also. I tried many different solutions and nothing worked. I think it's just a bug with AMD GPUs. My isn't quite as bad as what you're describing though. I barely notice it anymore.
