Well, if you're not sure about overclocking, you're setting yourself up for failure by getting an i5-4570. If you live near a microcenter you can get a 4670k for $200 and a z87 motherboard of your choosing and you'll get an extra $40 off the bundle.
Depending on the motherboard you choose it should easily come in under $300.
