If the PC is turning on, and working, but the fan is not spinning could be a silence optimized model, try running a game for a few seconds and see if it begins to spin then.

I messed up on the plug, I didn't plug it in deep enough lol. It's working now. Just have to sit through windows updates ugh

You bought a Rosewill Stallion, that's one thing you did wrong... return it and get a good quality unit. Rosewill has several good series (Hive, Capstone, Tachyon, Fortress) but the Stallion isn't one of them.
