Can someone explain why this fan is so cheap in comparision to most?

I'm hoping to get two 120mm exhaust fans for the top of my case. Looking at pcpartpicker and I see this;

A single 120mm fan of 69.7 CFM and 19dbA for 5.

Using PCpartpicker, this is one of the highest CFMs and lowest dbAs in the category I'm looking for (120mm with at least 10+ reviews).

So why is it so much cheaper than some fans with lower CFMs and higher dbAs? For instance;

It's not as great as they say. I have two in my case and they are much louder than the other 3 fans in my case combined.

I have one in the back of my case and it works great. Unless you really care about super quiet fans I wouldn't bother spending more.
