looks like a dumb question but I have only heard them referred to as keys and its for steam

Nope. They're called CD Keys because they used to come with CDs. License Code would be a more accurate description, nowadays.

Most times they're referred to simply as "keys"

I am guessing you're new to gaming?

CD keys were the DRM before steam... it's just the norm to call them that now.
