It's not the end of the world if he spent more than he should have. If he likes it, he likes it. Worrying too much about how much happier he would've been is "generous" thinking and all, but it's fine.
Obviously he wasn't too keen on taking a few extra days to research what he really wants, which isn't always going to happen for everyone for any kind of purchase. For you computer enthusiasts out there, I guess you should've probably went for that other car for dat mileage and durability.

1. $1000 is a lot for WoW + Sims. But anyway, the best options for a gaming laptop under 1000 are these: http://www.gaminglaptopsjunky.com/gaming-laptops-under-1000/
Specifically, the Lenovo Y510p will give you the most power for $1000 + very nice 1080p screen, good sound quality, 1TB HDD: http://www.gaminglaptopsjunky.com/lenovo-y510p-gaming-laptop-gt-750m-sli-1080p-deal/ This will run anything you've mentioned on highest settings.
2. Another option is the older yet still good Y500 with 1080p screen and GT 650M SLI. The performance will be more than enough for your needs. The screen is a worse than the Y510p one but still very good.
3. If you can get a laptop from Canada, consider the V7-482PG-6662 which has an excellent IPS screen, very good battery and a good gaming performance for around $850.
