Wanting preapplied paste is kinda silly and the only ones I'm aware of are stock coolers. When you buy a cooler, it comes in a little syringe, literally all you do is put about a grain of rice on it, if you can put the rest of the computer together without screwing up you can handle the paste.
The 212 evo is a really great value, obviously you can spend more and get something better but the evo is enough for most people. --- Every time I try to go where I really wanna be it's already where I am, 'cuz I'm already there XBL, PSN, Steam, Origin, BSN, GFAQs, MC: PhilOnDez
Get an SSD. I'd downgrade the CPU to an i5-4570k for it. The i7 is really only needed for professional work that makes use of the hyperthreading such as video editing, but you'd want an SSD in that case anyway.
For a storage drive, I like the Seagate 4TB drives. They're 5900rpm but transfer just as fast as 2TB WD Blacks because of their 1TB platters. http://techgage.com/reviews/seagate/nas_hdd_4tb/19.png
