If I wanted to cut corners the first place I'd look is the case. That's not really an expensive one but you can still save some money there if he can do without the fancy glowlights.

Any suggestions for a cheaper one?

The newegg link for the case I have seems to be broken but it's a cooler master HAF 912.

There's also this one that comes with fans already: http://www.newegg.com/Product/Product.aspx?Item=N82E16811147153

The HAF 912 is more expensive than the Z5

Any specific titles he wants to play? Might be worth seeing just what sort of processor/gpu balance he's looking for, given we're trying to cut corners. If he's not cutting RAM to 4GB, then he might have to cut the CPU/GPU, which are both more important at this level.

Might be a good idea giving us the site he's buying from, so we can at least see what components are available there and what they cost

A 550w isn't necessary for that system. Corsair's CX series have gotten good critics for budget PSUs.

Long term, I'd definitely skimp on the video card in favor for a better CPU.
Going with an i3 instead of i5 will probably be a limiting factor in the future if he wants to upgrade his video card.

Honestly, you hit that perfect price/performance spot. If you downgrade from an i5 to i3 it will be a huge performance hit. 8gb to 4gb will not be good, either now and especially down the road. The gpu... the HD7770 is the best for that price. Going under will limit gaming performance quite substantially. If you can skimp out on stuff like case/psu, it might be better. Even if you have to convince your friend to skip the build for a month, I honestly don't recommend going any lower.

i5-4430
H81 motherboard
8GB RAM
HD 7770
1TB 7200 RPM HDD
Corsair 430w PSU
An inexpensive mid tower case

+ An optical drive if required

.....would make a decent budget build imo. I wouldn't skimp on the CPU. That 4430 is a good workhorse. RAM..... if you do get a micro-ATX motherbaord, you'll have to decide if you want to go with 2 x 4GB DIMMs, or 1 x 8GB DIMM.

This is the website.

I spoke to him about this, and he just wants to buy this PC and be done with it. There's a very, very slim chance he will upgrade later.

So, this PSU: http://produto.mercadolivre.com.br/MLB-505557968-fonte-corsair-cx430-80-plus-bronze-pfc-ativo-_JM

would be enough for this PC?

Depends on where you get it. I paid 65 + tax for mine at microcenter, but there's a brick & mortar shop in my county. I also already had fans for it. Newegg want's 75 for the one he listed.
