Are you guys on a contract? Because my contract expired and with taxes and a fee for the modem I'm paying a total or $60 for 15mbs...

I had a 6 month contract for $20 dollars a month.

If your provider has deals for new customers where they get faster internet for cheaper, threaten to leave and maybe they'll give you a discount or faster internet.

I did last month, they said they'd drop it by 20 if they could come and hook up my phone to my router. Now I owe them a 100 installation fee and I'm paying the same per month. I'm gonna be calling again tomorrow and I might actually switch to Time Warner.

Nope, it was contract free. Just had to pay for the modem up front. I got tired of AT&T's bad service around here paying 1mbps for $40 after several years, so I tried ClearWire out. RCN was my other choice but my apartment building isn't covered.

Guess I make pretty bad choices on getting a good value for broadband. Should I just look up DSL reports for the best broadband $40 a month can buy in Chicago?

That depends where you are. I pay 26/m for 60/20, with no bandwidth cap and unlimited access to many public wifi spots.
