Is a Nvidia GTX 680 4gb card better than a PS4?

One example is partially resident textures, the HD 7000 series have dedicated hardware for that
http://www.anandtech.com/show/5261/amd-radeon-hd-7970-review/6

There's also features that both AMD and Nvidia do support, but aren't currently exposed in current DirectX or OpenGL

That's not a very good example of showing that AMD has more features. Yes, AMD has hardware for partially resident textures that Nvidia doesn't but then Nvidia has hardware for bindless textures that AMD doesn't. So they both have texture technology that is unique to their hardware..

"For competitive comparison, AMD Southern Islands also has 128 Texture Units with the technology focus being on Partially Resident Textures, i.e. MegaTexturing technology pioneered by John Carmack and idSoftware's engine. AMD has a different approach to this problem, but in our talks with engine developers, it was Bindless Textures that got the nod over primarily OpenGL limited PRT technology. Those two are apples and pears, though (slicing a large texture vs. addressing thousands of textures at the same time)."

Yes, of course Nvidia too has features that AMD doesn't.

But AMD's features are the most likely to be used since their GCN tech is in both the PS4 and Xbox One.

a $170 gpu in the ps4 vs a $360+ card with the 680. i should sure as hell hope that the 680 is better.

It is in raw horsepower, but the PS4's GPU supports more features and will get more optimized games

PS4 and xbox one are basically PCs now, which means games will be optimized for PCs much better than they used to be. it's the same architechture now. Though xbox and PS4 being amd products might make amd cards run games faster in the future, but we'll see.

| like that...Now if only Sony PS4 controllers release for the PC like the XBox 360 controller did..I will be a happy camper

The 680 is definitely more powerful, but things may even out down the line. The architecture is the same, but there is more to optimization than just that. On consoles, developers have control over low level hardware. Also, it's a closed box design, so they can design games that take advantage of 8 cores.

I still think the 680 should keep up with consoles for a few years though.

Yes the ps4 GPU is a 7970m laptop gpu.

Why do you say Laptop gpu? For heat reasons? Mobile versions aren't always THAT crippled like like used to be. They have gotten a lot better.

Which is exactly why a smart corporation, would choose this time to go back to the "exclusives" model, which is how the PS2 sold 160 million units.

'Multiplatform' has degraded the quality of all platforms. When everything plays everything, there's no reason for devs to put out as much effort as they used to.

Yeah, but that is just software wise. It is going to be awesome to many people at release just as XBox One is. However, it is actually because the games are going the other way around now, so the consoles are following PC instead of what it used to be, so while it is going to be awesome on PS4, it is going to be breathtakingly broken on PC. Still a very smart move by the game creators since they no longer limit the game by consoles' capabilities. On the other hand, this demand the consoles to be closer to PC. Still, the consoles have to play by their advantages of their own exclusives.

Of course, the GPU used in the consoles are still onboard GPU, which is correct to say it is equivalent to laptop level. PC users can still laugh at the consoles at launch, as the AMD volcanic island GPU are going to be released at about the same time, and the Nvidia Maxwell series will be coming soon after.
