Suggest a steam game that...

Has upgrading and leveling up as the focus. I like how as you play the game there's more and more you can do and you can keep seeing yourself get stronger. It can be anything from a platformer to an RPG to some strategy game.

I like creative stuff where you don't know what to expect. I find most games today have really boring and overused systems. For example:
Thunder Spell -> More powerful Thunder Spell -> Even more powerful Thunder Spell -> KILL EVERYTHING spell with huge mana cost

Even from day 1 of playing you know what awaits you at level 100, which is annoying.

You could try dungeons of dredmor for cheap...

http://store.steampowered.com/app/98800/?snr=1_7_15__13

You get to level up and choose from some pretty wacky skills... You also probably won't guess what the skills will be like at the highest level because you probably won't guess what they're like at the lowest level...heh.

To the Moon!

Really... you're suggesting a game with 4 hours of "gameplay" that has no leveling up or upgrading? If TC was looking for a short tearjerker, I'd have suggested "To the Moon" on sale... but he's looking for more of an RPG or a game with strong RPG elements in it.

Dark Souls

Also, upgrading and leveling up can be very helpful, but like many other RPGs it's not necessary if you're skilled.

Dungeons looks a bit iffy to me though. I don't really need nice graphics but there's some aesthetic thing that's weirding me out.

I'll still look at To the moon! I do like tear jerkers, plus it'll take less than a day to finish.

Oh, and I've played and finished DS already.

It ironically fits everything you asked for.
