Im looking for honest straightforward pc veteran opinions, this build is a budget build but im looking to play new high end games on decent settings. No i dont overclock at this time.

If you're not getting an unlocked processor, drop down to an H87 mobo to save some money than grab a 7950 instead of the 760 to save some more money, and allow yourself to Crossfire later if you want since H87 doesn't support SLI.

And I wouldn't recommend the WD Black either. Just grab a smaller (1TB) Blue and use the $100 you save you get an SSD for the OS and whatever you're playing ATM.

Doesn't look like a budget build. Looks pretty solid.

Personally I'd stick with the Z87 then you've always got the option of overclocking further down the road.

Honestly, you might as well just go for an i5 4670k.

Edit: Also, if you don't mind a slightly lower factory clock on the GPU
