Why doesn't Steam have older games like the orginal Tom Clancy's Rainbow Six ?

I'd like to play some of these older titles. It seems I will have to buy on eBay/Amazon or something like that. Is it because Steam can't guarantee the game will run or maybe the game just doesn't run well enough to a certain standard ?

By the way do some of you still prefer to buy a boxed version and only buy steam if no choice ? Are most PC games still always available as boxed version by the way these days ?

It isn't that weird for a game to not be on steam. If they just decide they don't want it, or the game's owners don't want it on steam (or haven't tried to get it on), then it just won't be on.

gog.com is a great place to check if something isn't on Steam. Hell, even when things are on Steam you might want to check out gog.com. I remember a big fuss being made when someone noticed Tomb Raider 1-3 were $10 each on Steam, but a bundle of them is on gog.com for $10.
