Steam gifting question

My friend lives abroad and has a spare Saints Row 4 and he said he will send it to me as he got it cheap on his placement in Russia(really lol) anyway he did originally email me the code but its region locked.

I am not asking anything illegal in case people think I am but he was thinking of adding the game to his account then gifting it but not sure how that works since he owns a copy right now so if he adds a cd key does it just add it to his inventory or does it overwrite his current one?

Secondly I know in past this was doable with region locked to buy games but Saints Row 4 seems to be region locked even after purchase.

You can not add a game to your inventory via activation key. The only way to add games to your inventory is to purchase it as a gift from Steam or to be gifted it from another user. If someone tries to activate a key for a game that is already in their library, the key will not activate and Steam will just tell you that the game is already in your library.

If I'm not mistaken retail copies do just throw an extra copy in your inventory, but I could be wrong on that one. Or maybe it's just certain games.
