You should have lead with the "I live in Canada" part. Anyway, you can use ca.pcpartpicker.com to select parts with pricing from Canadian retailers.

You should also consider on whether or not you want a desktop setup or a HTPC setup. If you have a really good TV and sound system I would consider just skipping the monitor and desk. Relax on your couch with your controller and wireless mouse. My "monitor" is mounted over my fireplace, I have very relaxing gaming sessions in the winter time.
