Silent Hill 2 has all that but it's not scary, IMO anyway. Still one of my favorite games though.
The first game with its horrible graphics really is the only game that has legitimately scared me. Call of Cthulhu Dark Corners of the Earth is what you're looking for, TC.
It's is not just the sort of generic survival horror game where you're always left alone, you even get allies and free roam at certain times and the different varying levels makes it all the more unique. Way too underrated IMO
