Program for managing Multi-display setups?

I was reading about one a couple weeks back and forgot it's name. Really what I want one for is so that I can save default monitors for programs. IE: spotify always opens on monitor 2 and VLC on monitor 3.

How well do these work with a monitor that isn't always connected? Basically the third monitor is my TV that I have hooked up to the PC for movies. It doesn't always happen, but sometimes when I turn it on, all the windows move over to it. Kind of annoying, especially when I just turn the TV on to watch cable or play another console and have to win+shift everything back over.

Pretty sure DisplayFusion wouldn't freak out at that, but you can set multiple monitor profiles in that program. It's definitely worth the money.

Looks like my problem may be a Windows thing. DisplayFusion is working for monitor specific apps, but everytime I turn the TV on, it automatically makes it "Monitor 1", moving my main display to "Monitor 2", and the second display the "Monitor 3"
