Why doesn't Steam resume already installed games anymore?

It used to be that you could copy the game to the game directory, hit download, and it would find the game files, download all of nothing, and you could play the game.
Now, it downloads it to a temp download directory, ignored any existing files, both in the download directory and game folder, and redownloads the entire game.

I never had to do that. I believe I just moved the files, then restarted steam and it would recognize that it was installed.

I noticed the same recently. I had several games break by just copying and restarting when I had to do backups, and verifying the cache didn't always catch it for some reason.
