Not really possible in the way the author puts it. You can't just magically plug a camera where the battery was and somehow work. The OS would also have to be able to handle hardware rapidly changing and random components moving around. It would have to be incredibly redundant with all the pins and access points to support all the possible combinations. If you actually did create a phonebloks system, it would likely be 2 inches thick, massive bezel, huge, slow, no battery life, terrible performance, etc. Also each part would likely cost half as much as an entire phone anyways. It would be a total waste of time and money and there is little reason why anyone, company or customer, would build/buy such a product. Remember the creator is a designer not an engineer.

tl:dr: no it's not realisticly possible.
