Need help trying to build a PC for 200 pounds

My friend plans on buying a computer with 200 pounds. Although a low amount, can someone give me the best possible configuration that sticks strictly within this amount? Idk about prices in the UK, so I'm kinda clueless about the proper prices of the components.

You won't build one for that price. Tell him to get a prebuilt, save up more or get a tablet. A nexus 7 will be infinitely more capable than a PC in that price range to be honest.

Does he need tv/monitor, OS, KB/m ? Even if he has all that its still going to be pretty hard to build something with that maybe a cheap AMD build might work but it will be pretty tight and have to play off some major sales.

Not to mention it would barely even qualify as a gaming PC at that point. You'd be majorly gimped graphically and wouldn't be able to run higher end stuff well (if at all).
